Declaration of plumbing work


Only a licensed master plumber may complete this declaration form, no form submitted by the resident, or a representative will be considered compliant.  Furthermore, as per Section 91 of By-law #1300 on Permits and Certificates, the application must be made by a master plumber. By completing a declaration of work, the plumbing contractor undertakes to ensure that the work will be carried out in compliance with the following provisions:

  • Quebec Construction Code, Chapter III – Plumbing;
  • National Plumbing Code of Canada 2015 (amended);
  • Bylaw No. 1598 of the City of Westmount entitled: “Plumbing Bylaw”.

The City of Westmount will periodically inspect work to ensure compliance with the by-laws in force.

A permit/declaration is not required for a gas hot water tank. However, an electric hot water tank does require a plumbing permit/declaration.

Mandatory documents
The list of mandatory documents is not exhaustive. Depending on the scope of work, additional documents may be required.

  • A piping and instrumentation diagram or a detailed plan, including the fixtures to be replaced or added;
  • A detailed estimate of the cost of the proposed work. (before taxes);
  • A letter from the association of co-owners (if applicable) authorizing the proposed modification;
  • Once the work has completed, clear photos of the work carried out must be submitted to the urban planning department at the following address: permis@westmount.org, if you experience any problems sending your photos, please do not hesitate to contact us.
