Licence for landscapers and snow removal contractors


Contractors hired by residents of Westmount to maintain private land (snow removal, lawn mowing, watering, outdoor maintenance) must obtain a license and put a sticker on their vehicle, which will be sent by mail. Fill out the following form to obtain your licence. A fee of $150/vehicle applies. Before you begin, please ensure you have :

  • A list of addresses of your clients
  • A copy of the registration certificate for each vehicle
  • The technical data sheet of your leaf blower when applicable

Contractors must put a sticker on each vehicle. Unidentified vehicles are subject to a fine. Once your application is completed, you will receive the stickers by mail.

Conditions

COVID-19 - It is the applicant's responsibility to follow the applicable restrictions and directives imposed by the provincial and federal governments during the COVID-19 outbreak. A permit approval or issuance by the City of Westmount does not preclude the applicant from any liability with regards to applicable provincial and federal restrictions. Furthermore, no permit fees will be reimbursed to the applicant/permit holder as result of any provincially- or federally-imposed restrictions.

Garden waste collection from residences will take place on Wednesdays during the spring and summer months. Please ensure that all garden waste is placed in paper yard waste bags for composting as outlined in the new Waste Management by-law. Tree trimmings must be tied in bundles – maximum 6 bundles per collection. All bags or bundles must be placed behind the sidewalk prior to 7 A.M. Leaves or other garden debris in plastic bags or piled loose behind the sidewalk will not be picked up. No material may be placed, blown or swept onto streets, sidewalks, lanes or vacant land.

The following is an extract from the Noise By-law (1387, as amended).

28. LEAF BLOWER Notwithstanding sections 26 and 27, no person shall use or operate, or cause to be used or operated, a leaf blower except from April 1st to May 1st and from October 1st to December 1st of the same year, from Monday to Saturday, 8:00 a.m. to 4:00 p.m. Notwithstanding the above, the use of a leaf blower on statutory or public holidays is prohibited.

29. LEAF BLOWER Within the permitted usage periods provided in section 28, it is prohibited to use or operate, or cause to be used or operated, a leaf blower unless said leaf blower bears a clearly visible manufacturer’s decal or label certifying that it meets the Category 1 – dBA ±65 (measured at 50 feet (15.24 m)) equipment standard set out in ANSI B175.2-2000. A leaf blower shall be properly maintained to respect this standard at all times when being used.

30. PERMIT As required by section 24 of By-law concerning tariffs (1532), any person, who provides services which require or include the use of a leaf blower, must be in the possession of a valid licence as issued by the city. As a condition of obtaining such a licence, the person shall submit a complete list of the number, make a confirmation of certification, as outlined in section 29, of the leaf blowers that he will or intends to use within the limits of the city.

Please note that regulatory high visibility safety vests are mandatory at all times for all contractors and visitors of Public Works buildings.
