The City of Westmount is undertaking an overhaul of its Urban Planning Programme and planning by-laws in order to update its vision for the planning and development of its territory for the years ahead. This process will help prepare Westmount for 2050 while preserving the heritage, character and quality of life that make the city unique.
Developed more than 25 years ago, the Urban Planning Programme and many of the by-laws that stem from it will be reviewed and updated to better respond to the realities and challenges of today and tomorrow.
The Urban Planning Programme guides decisions related to:
No immediate changes are being made to the rules applicable to properties or permit applications. The same applies to Westmount's Southeast sector, for which a Special planning programme recently took place. Existing processes will remain in effect throughout the review.
The objective is to modernise planning tools and by-laws so that they are better aligned with Westmount’s current and future needs.
Public participation will be an integral part of this project. Over the next two years, residents will be invited to take part in a range of activities, including workshops, information sessions and public consultations. Dates, documents and participation opportunities will be posted on this page as the project progresses.

I sincerely hope that strict laws regarding unoccupied properties will be strengthed AND monitored i.e. personally visited & checked by city officials. Not just the two on Metcalfe Ave. Neighbours should not have to look at, live beside
properties that have been "let go"....for years.

I am optimistic that the best choices will be made for the residents. I completely agree with the commentary of Barbara Winn in regards to unoccupied residence. There is one on Dorchester that has been going on for more than 5 years… it’s depressing for the people who live around. Simply unfair and unbelievable.
Too early to tell.
What residents wopuld like is a balanced view between
A) maintaining certain aspects of Westmount’s unique historic values, and
B) a modern reflection of current practices and available products .
ON PUBLIC CONSULTATIONS,
We have learned that how these are conducted and resident participation and the will to adjust to their observations and needs has not been consistent in the past. I urge current Council to pay particular attention to that part of the process .
